This paper addresses gaps in how care safety is monitored, enforced and assured across New Zealand's care system, and seeks to establish a more consistent cross-system approach to preventing abuse and neglect in care settings. Cabinet was asked to agree to targeted consultation on options for implementing a cross-system care safety framework, including potential overarching legislation and a statutory duty of care, with detailed proposals to be reported back by April 2027.
